Fast and Furious didn't kick off until late 2009. Bush was definitely no longer President. Although there had been a "gun walking" operation, Wide Receiver, under Bush, Fast and Furious was all implemented under the Obama administration. Obama's administration studied Wide Receiver, and significantly broadened it as Fast and Furious. Wide Receiver walked 450 guns. Fast and Furious walked approximately 2,000. Or as you called it, a "slight expansion." 😂
The guns put into the hands of Mexican cartels will take quite some time to resurface, after additional crime is committed, and then be confiscated. Some will likely never be found. So, more than a decade. The murders conducted by the cartels won't be repaired in a decade, though, so I guess you're right on that small point. The murders are permanent.
