Only Congress can “shut the government down”. And only Congress can reopen it. As of now, all 53 Republican senators have voted to reopen it and only 3 Democrats have voted reopen it.
It is the Democrats, under Schumer’s leadership, that have refused to vote “yes” and reopen the government.

There's a connection between students receiving SNAP as well as free school lunches, but they're separate programs.
