The car light one actually makes sense. If you're trying to see in the dark, it's generally not a good idea too have light around you, rather than focused on what you actually want to see, like the road for example.

If the car is running? Not really. The alternator typically keeps the car's battery charged while the vehicle's running. If the light's on and the car's not running, there's nothing to keep the battery charged.

Almost all cars built within the last 25 years will have a 10-30 min window for the interior lights to stay on, then cuts off the power automatically. Luxury cars were even earlier. Most modern cars even shorter and better managed so there's little risk of full drain by the interior lights. If it does, you've a fault or drain somewhere else, often the battery.
