100 billion divided by 25 million is $4000 per person assuming you mean 100 billion a year (which I highly doubt is accurate, perhaps 100 billion over 8 years maybe..)
So time for maths:
1 illegal is imprisoned ($65,000 a year)
1 illegal is given schooling ($25,000 a year)
1 illegal is given housing in a blue state for (avg $25,000 a year)
1 illegal is given the typical host of welfare benefits (avg $19,000 per year)
Total: $134,000 net loss
So if your average illegal provides a $4000 benefit to the nation, that would mean that for ever 4 illegals who are in the above categories, you would need 30 more just to break even
