There were legit reasons to not pass it. For one thing many people who did want it passed felt that version was too bloated and too technical for anyone's standards.

Saying the civil rights act was a "mistake", MLK was a "bad person", saying that gun deaths are "worth it" for the second amendment are not "the truth" they are his opinions and rather shitty ones.
