To me it looks like they want to make children wards of the state, making the California taxpayers continue to pay for their care.
Although it does look like there is a lot of opposition to it, with concern that AB 495 would unintentionally give access to decisions about children’s education and healthcare to ill-intentioned adults without their parents’ knowledge.

It does seems like an attempt to legalize child abduction. For forced child labor or worse. If it is signed into law, parents will have to pull their children out of every school to stay safe.
