Government funded outsourcing is still government funded outsourcing. NASA has been gutted into non-existence, and utilizing private contractors is a more recent phenomenon.
NASA used to be pretty self-contained, down to the literal nuts and bolts which It produced for itself. Same with the military. We used to joke about $10,000 hammers and $40,000 toilet seats which they actually really did use to make for themselves. It's not just a line from Independence Day, this was actually news/scandal from back in Ronald Reagan's day.
Also, it funding its replacements is not its replacements funding it.
IBM is not NASA. It does not own NASA. It does not control NASA. NASA is not a subsidiary of it. NASA is funded by the Government. Space X is funded by the Government. Lockheed Martin is funded by the government. Grumman is funded by the Government. Like them, whatever is outsourced to IBM is funded by the Government. They don't do volunteer work. They don't work for free. They're funded by the Federal Government. That's how it works here in the United States of America.

If I grow apples, open a store, bring them to the store and sell you one, I've just been hit with a dozen different regulations, licences, insurances, taxes, state department visits and annual paperwork for as long as the store remains open...possibly after depending on what I do with the savings.
In reality its just me giving you an apple you asked for -- and apparently 15 other people must also consent to this transaction and triple the price to cover their cut.
So, aren't the 15 people with their hands out the state and government making certain your products are safe and collecting tax revenue to secure law enforcement to protect the business?
Fire departments? Schools? The Military? Road construction that maintain the road and brings those apples to market?
