Yes he is definitely racist. He has made racially charged statements for decades. As late as 2019 he said a major problem facing black kids is illiteracy because black parents can’t read or write themselves.
He also opposed desegregation, claimed that it would make his children grow up in a racial jungle, and made many more racist statements if you care to try doing a little research instead of building straw men
