Actually it does, it's just never extra, or more. They magically find a way to divert the tax dollars already allocated. (patronage jobs are a fav fund)
1974 was the first year in IL. People were creaming their jeans, 1 Mil, 50 cent ticket, and sold that bill of goods about the schools. Took forever to get that through legislation.
