If you are due a refund, then they took too much from you. That right there is the problem.

They don't take a whole lot from me. I've never had a refund exceeding three figures.

That’s not the point. They are taking too much from you to begin with. They use your money, collect interest on it and then, when the “refund” the excess, you don’t get paid any of the interest.
Now, if you owed them money, they would collect the principal, the interest, and a penalty from you.
