Only the illegal immigrants are being cut off of social safety net programs as well as most foreign countries. They were consuming resources that are intended for American citizens.
Foreign aid, I imagine, will resume once a new, transparent program with oversight and auditing is hashed out with congress.
There are plenty of wealthy nations that are able to fill the void in the meantime.

Millions of illegal immigrants removing billions of dollars from the US economy and sending it to their home countries benefits those countries and harms the US economically.
Tariffs are to make "made in America" product prices harder to undercut and remove billions of dollars from America's economy and infusing it into a foreign nation's. Again, benefits them, harms the US. Tariffs also give incentive for US corporations and foreign companies to build their production facilities in the US and create jobs, and yes, revenue for the government, some of which will likely be earmarked to bolster the "already weak" social safety nets.
