A government is instituted to enforce the rules of society necessary for people to live together without harming each other. Their purpose is to keep us from robbing r*ping, murdering and defrauding each other, while defending citizens against foreign expansion. Their purpose isn’t to line their pockets or buy condoms to give to foreign countries or fund gender studies there.

Why is evil necessary?

Evil itself is not necessary. The ideal is that we would all do what is best for everyone else without cheating, stealing, etc and then no government would be needed. But since that is not the case, it becomes necessary to have a government. And as that is not the ideal it is, in a sense, “evil.”

So because there are people who steal and murder, we need to organize the thieves and murderers into a legal institution and that somehow makes society better. Got it.

Do you pay your neighbor's electric bill before you pay your own?

Do you buy food for your coworker before you buy food for your family?

No. You do not.

Why does a government, hiding knowledge of its activities from the scrutiny of people, feed those in another nation before their own people are well fed?

Buy condoms?

Send and promote homosexual material to foreign nations?

Care how fast a shrimp can run?

Politicians are stealing from the people and wasting the money on nonsense while the country crumbles societally, economically, and physically.

I wouldn’t know. I don’t follow professional sports, so don’t watch the Stupid Bowl. But I’m sure you can find a list of various wasteful programs very easily.
