Actually that's a great question. Me being a political cynic I would first ask WHY didn't Biden declassify it; but secondarily I'm quite willing to believe that Trump is using it to blackmail the names of the important people -- mostly the hyper-wealthy important, and influential Dems and RINOs -- on it to make them support his presidency behind the cameras. But then again I am a political cynic.
