From what I hear, you really can't depend on 911 these days (especially in the big cities). There is so much crime and also shortage of police due to defunding, plus the drop in desire to be a police officers now...
Of course, the meme is more along the light side of life as we generally don't answer phone calls unless the numbers are programmed in our phones.
