You don't have to physically kill someone when your policies, words, and money directly impact the victims. They still qualify as EVIL. I think we should agree on this as we usually do....
Obama is another example of a highly impactful person who is EVIL. He may not have murdered anyone per se (other than the chef and there is a shroud of mystery over that one & one other death perhaps) but he is indirectly responsible for the deaths of many police officers for turning Americans against them as well as deaths due to his open borders policies, etc.
