I don't think child support is considered a fine for a criminal offense.

It can be in states other than California.... Getty Land of Gavin, Nevada, or New Jersey

Not everywhere else is California, and yet yes you'd be likely correct that child support is not a Criminal Offense. Thing is it is a civil offense. The pardon granted were for any and ALL offenses,
Civil or Criminal for a 10 yr window.
