Yes, but as Benjamin Franklin pointed out, the problem with a Constitutional Republic is when leeches discover that they can vote themselves cake, candy, and ice cream at the public's expense and when political con artists use that toxic human proclivity for short-sighted selfness to PROGRESSIVELY destroy the nation for their own ends.
Of course it's still the best of all known forms of government.
