Since it was "literally" in their budget, it seems silly to say, "no, we didn't use fema money for the welfare and purpose of incentivizing illegal invader immigrants"...then later start coming up with the "various funds", "different fund", "but Trump", etc. egregious explanations, even escalating esoteric excuses.

I think recent developments where it’s been shown that FEMA instructed its workers in disaster areas with Trump signs in the yards to be bypassed, more than proves FEMA is a corrupt organization should be torn down to the studs and rebuilt.

You may want to re-consider what you think are recent development by actually confirming facts.
