Literally did not. The fund for immigrants is wholly seperate and set aside well in advance. Any hurricane funding is approved by Congress by a special vote. So... before Helene hit there was no funding until Congress voted on it.

FEMA did administer $640 million in grants from Customs and Border Protection in 2024 and about $364 million in 2023 to cities and counties that serve migrants. However, that program called the Shelter and Services Program, or SSP, is separate from FEMA’s disaster relief fund which is more than $20 billion.

The SSP has a specific budget and is accounted for at the beginning of the fiscal year. At no time is disaster money used for the SSP.

Sources? Pretty sure all funding must be allocated ahead of time in the budget bill and after thet FEMA chooses where to allocate those funds.

FEMA being the direct source. The fund for immigrants is part of their yearly budget, and that's set out at the beginning of the fiscal year. FEMA did administer $640 million in grants from Customs and Border Protection in 2024 and about $364 million in 2023 to cities and counties that serve migrants.

Hurricane relief is handled on as-needed basis. So, like with Helene, a Continuing Resolution was passed by the House to release a specific amount to FEMA for use in the Helene recovery.
