For a while...

The phraseology behind "Division of" [anything] screams budget pork and smokescreen.

Smokescreen is right. They changed the name, but what about their purpose is different?

To badly paraphrase Shakespeare, "A turd by any other name would smell the same."

Precious little, they just re-phrased it to sound a little more vanilla, but if the same people are running it you know nothing has really changed.
