Murdering another human being should not be allowed. That is generally outlawed. Causing physical injury to another outside of self defense or the legitimate defense of another should also not be allowed. Society forbids people under a certain age from consuming alcohol and smoking cigarettes. Science suggests these can be more harmful to an individual's brain prior to the brain reaching 'full maturity'. Society should protect youths from making bad decisions up to their age of emancipation, if for no other reason than they are not yet wise enough to forsee the collateral damage risks that go along with bad or questionable choices. If a choice being made involves an adult that has murdered someone and has served their time, felons are generally not allowed to own firearms. This, too, is outlawed. If a person chooses to steal? Also outlawed in varying degrees. If as an adult, they should choose a surgical procedure that affects only them and can afford it. Go for it. But should a person choose to break any of God's standards, they are allowed by God to make that choice. They just don't get to choose the consequences.

But that goes against what the Bible says, because the Bible commands that if somebody injures another person, they should have that same injury done to them, even though it's not self-defense

I wasn't referring to things like murder or stealing, which are universally prohibited. I was referring to things that don't hurt anyone else, but which some people just don't like. If somebody does something which doesn't hurt anybody else, but another person doesn't like it because it goes against the Bible, should they be allowed to make it illegal?

That depends. The Bible says that if somebody worships other gods, they should be put to death. No modern civilized society kills people for worshiping other gods. Our modern world has looked at that rule and said "we're not going to enforce that because it's barbaric and unjust". And our society is better because of that.

The eye for an eye is in the Old Testament. It is in the Bible, but was directed at the nation of Israel before the time of Christ. The Old Testament remains in the Bible because it shows us the prophecies made within the Bible that have already come to pass or soon will. The OT also shows us the standards that God expects from us. Standards required to get into heaven at the end of this life. It wasn't our modern world that said no to the eye for an eye as we still execute people in prisons today. It was Jesus Christ that instructs us to turn the other cheek and to love (the agape or Godly form of love) our enemies. There is another current religion that kills Christians in other parts of our world today, so yes it happens still today.

The death penalty isn't the same as eye for an eye, because we don't execute everyone who commits murder, only some people. And we don't maim hands or eyes as punishment.
