Jill is so desperate to remain First Lady for a second term that she would inject Joe with embalming fluid if she thought that would get him through this election cycle.

Yes. There really is no way of getting around that she is knowingly practicing elder abuse. Putting her husband into the most important and challenging job in the history of humanity with his mental and physical frailties is eventually going to make her synonymous with evil.
