Anyway, yes. Since the ship has got a history of maintenance issues and it's questionable that the owners bothered to keep it up to acceptable operational standards, fines, penalties, and etcetera need to be levied BEFORE even thinking about handing taxpayers the bill for bridge reconstruction.
