I think it has been adequately revealed that she and her romantic partner conspired to develop a lucrative kickback scheme that enriched both, possibly others, amounting to the theft of state and federal funds by engaging in their Racketeer Influenced and Corrupt Organization criminal conspiracy, "just by doing it".
