Yup, that's a really good low-quality image of Biden that suggests he's sleeping, but you can't really tell if his eyes are open or not due to the shitty quality of this amatuer photo. CSPAN has similar footage which is much more clear and shows that he is actually not falling asleep. Granted, in your image, he's pinching the bridge of his nose, which is kinda hard to do in your sleep anyway when hearing about bad news...
