Those aren't liberal policies, unless you mean economic, as in neo-liberal capitalism, in which free market forces guide rather than state implemented policies.
Ironically, this approach has been embraced by Conservatives, and not only also by Republicans, but to the extent of giving tax breaks and subsidizing companies to (also ironically) help them along with laissez-faire economic policies. Reagan was big on laissez-faire, and his supply-side economics, also known as Reaganomics, is something you can thank for the stratification and stagnation in terms of progress you said you find yourself and others mired in.
