I don't think that's what it means, even though the picture is genuine. I would expect a lizard person to be more competent, or at least eloquent. Even if lizard people develop dementia too, the mask would make it easier for them to swap him out. I'm thinking maybe he wasn't available for an event and they sent a stand in, or he had a skin lesion of some sort they were covering up.

I was skeptical of this image. I thought maybe it had been altered for a joke, because that clearly looks like a tab for a mask. Even if it was real, I would have expected it's online presence to be altered to remove the tab. So I googled the Info I could get from the picture (getty images, Ed Jones, Biden). OMG! The tab is still there (for now).

There's also video footage of him in Ireland during his most recent visit, where he scratches the back of his neck and the mask distorts and is very clear footage that proves there is an imposter playing Biden.
Also look at his ears in this photo how they connect at the bottom, then research other photos of him with dangly lobes, you wont be disappointed.

Interesting, though I tend to think it is a misplaced pixel. Of course, the decrepit old fart could just be falling apart in front of our eyes.
