What stops bad guys from being bad is not the law, it is not the police, it is resistance by their intended victim(s). If the potential resistance seems to be the same or a bigger threat to the bad guy then the bad guy will move on to someone else.

It does matter if it is a bad guy, a group of bad guys or a corrupt government. Bad guys and corrupt governments always prefer weak victims. They all seek control over weak people.

There is absolutely no difference between the common criminal and a corrupt government. Both steal your money by force. Both steal your virtue by force. Both steal you freedom by choice. And in some cases both will steal your life by force.

Every single cop giving a "safety" talk about how NOT to be a victim will tell you 100% of the time, if you appear to pose a threat to the criminal, he will not attack you. Criminals look for the easy target, the unarmed, the weak, the distracted, etc.
