The EPA is in the region, testing and in charge of the site, as they should be. They've mandated that the company needs to fund the cleanup.

The DoT is investigating the disaster.

HHS is on site providing for health and human services.

The company is paying for hotels, food, and water for those displaced out of their homes.

What more do you want? Do you want FEMA to come in to provide housing, food, and water for the displaced?

Because thanks to Ridge and Reagan, FEMA can't. For a federal disaster to be declared, there has to be a minimum amount of property damage exceeded. Whether by natural or man-man disaster.
