Fun fact: in Georgia for the recount in the 2020 election, the GA State Secretary Brad Raffensberger did the same thing, only count 2% then stopped and even in that tiny sample Trump gained votes.  But GA didn't have non-functioning voting machines like AZ, so not an apples to apples comparison but similar results.
