Hate speech lacks a legal definition, because like most speech it is a fluid thing, but broadly hate speech covers any form of expression that advocates, incites, promotes, or justifies hatred, violence, and/or discrimination against a person or group of people for a variety of reasons (being personal, political, or religious).
