If they're at a "higher elevation" then they're not coastal communities, common sense there precious.

Blacks can live where ever they want to. Sounds like they're keeping the white folk out. In my neighborhood we have Asian, African-American, African (yes, people from Africa, which is entirely different that African-American), white, middle eastern, Russian, Ukrainian just to name a few. But hey, you go ahead and keep fooling yourself with your fantasy that everything is whitey's fault.

So was New Orleans when poorer areas were more subject to worse flooding during Katrina due to them being built in lower lying areas due to that very reason, as higher ground was pricier....
