Because if Americans have a choice, they will be free to ignore the green nonsense that liberals puke up at every turn. And if there is one thing Democrats cannot stand, it's freedom and liberty for the great unwashed masses.
The point is government ineptitude. Where they have parking meters they can’t keep up the maintenance and many are out of order. A parking meter I would guess is less complicated than a charger.
