I wish. There was a situation going on over a friend's stream, who kept getting spammed by the SAME PERSON. And all because they had their main banned (don't remember what for) on that stream.

If the website detects you making accounts too fast (maybe within the span of a week or so) it’ll do that.

Unfortunately imgflip can’t do that unless you use the same email or they track ips (which the latter doesn’t make people feel comfortable)
20 seconds? I’d make it more like 20 minutes before they can submit to the same stream. Even better, a time configurable by the meme owner or moderators.
Example: PornPolice getting spammed by Jeffery and a while ago a kid named Lewis I believe, AAA_Boys_Army got spammed by Lewis as well, Imgflip Presidents a few months back was getting spammed with IncognitoGuy alts, etc etc.

the stuff we report, and post the link so it will be mass reported, which is the only way it will get noticed, all gets deleted if it violates ToS. If it doesn't violate ToS, we delete the posts/ comments. Your argument is invalid
SO YOU KNOW HOW THERE IS A COMMENT SPAM TIMER THING WHERE WHEN A NEW USER COMMENTS A LOT ON AN IMAGE, IT GIVES THEM A SHORT TIMER? WE NEED THAT FOR SUBMISSIONS. SOME ANNOYING USERS SPAM INAPPROPRIATE AND ANNOYING IMAGES, AND WHEN THE STREAM MODS BAN THEM, THEY JUST SWITCH TO A FRESHLY MADE ALT ACCOUNT AND KEEP SPAMMING. AND THE CYCLE JUST KEEPS GOING UNTIL THE MODS START BLOWING STEAM THROUGH THEIR EARS. MAKE IT WHERE IF A USER UNDER 1000 POINTS SUBMITS AN IMAGE, THEY NEED TO WAIT TWENTY SECONDS BEFORE SUBMITTING ANOTHER IMAGE, OR IF THEY SUBMIT THREE IMAGES IN UNDER 30 SECONDS, THEY GET A SUBMISSION TIMER
