Not to justify or excuse them or minimize the greviousness of them, but gangs shooting at other gangs (even though many or even more innocent people not involved get killed) is different than some psycho shooting at random strangers for no reason other than his sickness or wanting to set off the revolution or civil war a certain circle keep calling for.
