NOTHING WILL CHANGE EXCEPT THE STATES WILL HAVE FULL CONTROL OVER THE ISSUE! SOME STATES WILL BE MORE PERMISSIVE, OTHERS WILL BE LESS PERMISSIVE, AND SOME MAY NOT CHANGE AT ALL!
