I'm not sure where you get 10 days from. Certain States play those games, but the Federal ATF From 4473 is currently nearly instant. And for those with a CCW Permit, no check is needed at all.

It is possible that what you saw was a proposal to make this a thing, since liberals believe in incrementalism rather than just outright tell the truth about their intentions. Of course, anyone paying enough attention knows what their general intentions are.
