Because it isn't a power already specified in the constitution (such as regulating interstate commerce). In order to regulate abortion at the federal level, you would need a constitutional amendment, not just a law.
Why are you upset at the Supreme Court? Congress makes the law. You should be upset at congress for failing to create laws protecting your reproductive rights
