It applies to States.
Overturning RvW wont make abortions suddenly illegal. It will give States the authority to decide for themselves if they want to make it illegal. In liberal states (like california) a person's " right" to an abortion is under no threat at all. Even more conservative states are only likely to lessen the period in which it's legal (i.e. first trimester) and after that only allow it for medical reasons (which will get complicated).
