If California has 53 congressional districts that should be, let's say, 25 R to 28 D but they gerrymander it to shift to 20R and 33D, spend as much time on your calculator as you need to to confirm that that's still 53 congressional Representatives.
Which is still 55 Electoral College Votes - 53 representatives plus 2 senators.
And since California is winner take all (all but two states are) that means 55 Democrats in the Electoral College both with and without gerrymandering.
