This is partly because "one" image of Neptune is actually many images, some times hundreds. Because of the size of the planet, we take many pictures closer to Neptune than farther away. Then scientists put the images together to form a composite image, which has good quality because the smaller images are good quality. Sometimes in composite photos they will appear jagged or edgy on the perimeter. This is a telltale sign that its composite.
