Yeah, I wouldn't be surprised in the least; corporations, local governments, the federal government -all have a long history of placing inciters to whip things up so they've an excuse to unleash their respective goon-squads. Of course, that's a matter of during and the government folks usually also act as witnesses in the judicial afters with qualified immunity...not unlike an undercover narcotics agent deals/buys (counts as incitement to commit a crime) illegal drugs to compromise people in the supply chain in order to catch bigger fish.
In this case, we're potentially talking about a cadre of congressfolk (kingpins, so to speak) coordinating a planned attack on Congress with promises of pardons to gullible morons doing their dirty-work for them. Consider the possibilities, after having erected a gallows, had the mob actually caught Pence or any member of Congress who's been designated "the enemy" by far-right propagandists.
