The country hasn’t been racist for decades. There are very few racists who believe inherent superiority of a single race but they exist and they are White, Black Asian, and Latino. No. It doesn't mean that at all... When speaking on percentage of their ethnicity, most races have a similar percentage of their population being poor in the US. There's no massive country wide systemic construct against blacks.
