2. Remove all military equipment. Fully disable/destroy what you can't take with you.
3. Pull the troops.
4. (Optional) Nuke every last one of those left in that country.

Probably make sure the Afghan army was prepared to fight instead of just leaving them by making sure they would be in strategic areas, and leave some troops in areas that are more likely to fall.

With he withdrawal itsslf, I'd probably get civillians and Afghans that wanted to get out first

They are and always were useless. Seems the Afghanistan army was made up of the drug addicted illiterate scum of afghan society. Should never have been relied on. Which was a big problem.

Afghanis know how to play the long game. They used to get Soviet soldiers hooked on heroin. They can survive in squalor and depredation. Most can't go home and relax at his parents pool after a long tour. They have Abdul the goat to relieve stress. But now they have billions in military hardware and whatever else they can squeeze out.
