H.R.227 was introduced "(1) To provide dedicated funding for the national infrastructure investment program and the capital investment grant program, and (2) for other purposes.". The "other purposes" have been cleverly squired away in the creation of new funding accounts and revisions to tax code (jump down that rabbit hole if you have half a day to waste). But the funding Trusts, while similar, are another special kind of shady. Once the money is allocated away into peripheral accounts, little-to-no oversight can be expected as it will be outside the preview of the project. This is all set to the tune of 9 BILLION dollars; only 3 BILLION will be given to the actual upkeep of roads, bridges and the like. Also, keep in mind that the sum(s) can be adjusted upward for inflation... so, I hope they have the press at the Mint well oiled.
Additionally, one part (Section 5) spells out a tax increase across all petroleum products. In most cases the increase is DOULBE (per barrel; though not specified that is what the Code being referred to), with the notable caveat of a nearly 300% increase for jet fuel... meaning, you may want to invest in a good pair of walking shoes. The increase of emulsion fuel is rather low (only a few percentage points), however... wouldn't want people who own yachts to feel the pinch too much after all.
But worry not. The bill will be passed because Republicans are generally wimps who capitulate at every turn. Remember when the Governor of TX threatened to in-prison those law makers who took their field trip to DC? Remember when one came back and was told, "nah, it's cool... just get back in the office" and he did for a few hours... before immediately fleeing back to DC?
