We now have 7 yes votes with one abstain, so no matter how many nay votes there are, this vote will at the very least end in a tie, and PR1CE has already said his tie-breaking vote will be a yes vote. I think it's very likely that at least one of the Congressmen who has yet to vote will also vote yes as well, so I doubt PR1CE's tie-breaking vote will be needed anyway. So yeah, it's now impossible for this motion to not pass unless a bunch of people change their votes.
