As well as the US government... prohibiting military ingress across Laos or Cambodia borders. More than anything, that tended to handcuff military operations, especially when much of the fighting took place on those borders. It was quite nice of us to allow an enemy a safe space to retreat, regroup, refit and reengage... over... and over... and over...
