In his defense, the Russian and Chinese governments try to do this to just about every foreign national who's involved with them. It's a tool they use to explode someone's political prospects down the line if they feel that person's actions will threaten the oligarchy/party of the respective countries.
Still makes what he did completely idiotic and wrong, but she is probably a very talented spy and I don't doubt more than a match for him.
