Blocking the sun won't lower CO2. Lowering the emissions produced from stuff such as transportation is what he would try to do.

So on the population control if Bill wanted to de-populate the Earth he probably wouldn't be doing it through the covid vaccine. Most of the doctors have been vaccinated a lot of high-ranking politicians in all countries have gotten the vaccine, there's beginning to be a push to get teachers vaccinated. So if the vaccine was meant to kill the recipients the world would be pretty screwed. So in short the covid vaccine would not be a good means of de-population.
