What is your definition of "violent power"?
Just because I have a gun doesn't make me a violent person. I've owned guns, both personally and professionally, for 40 years and never used one against a person.
If you were to pass me on the street, would you be able to tell if I had a gun or not? Not until someone starts something will that be revealed.
Your second question makes more sense - if the people do not have guns then yes, they are weak.
